Born in Sheffield in about 1799, Ebenezer Skinner was apparently the son of John Skinner and his wife, Ann. Like the latter, he was a scissors and steel pen manufacturer (though Ebenezer was first listed in 1837 as a victualler at the Sportsman, Bridgehouses). From the mid-1840s, he worked and lived in Stanley Street in the Wicker. The Census (1851) enumerated him as a lodger at the house of razor maker George Hammond, employing eight men.
